CRE publishes its annual report on the implementation of the 70% criterion at the different borders for 2025.

Since 2020, following the adoption of the Clean Energy Package, European transmission system operators (TSOs) should make a minimum level of 70% of network capacity available for cross-border trades, pursuant to electricity Regulation (EU) 2019/943.

In 2025, RTE has guaranteed the minimum threshold of 70% in 85% of the timestamps, on average, over the three hours. This represents a very high level of compliance at European level. Even in periods when the 70% threshold is not reached, the capacity made available by RTE at the French borders remains high.

CRE’s report confirms the major role played by the French interconnections and cross-border flows at the benefits of the French and European power system. In 2025, France exported 103.6 TWh and imported 11.3 TWh.

CRE will continue to monitor RTE’s efforts to ensure compliance with the 70% criterion and, when necessary, to improve the availability of network capacity for cross-border trades.
