The French Energy Regulator publishes its 2025 Activity Report

As the French Energy Regulator (Commission de régulation de l'énergie - CRE) welcomed three new Board Members — Victor Alonso, Nadia Faure and Didier Rebischung — along with a new Chief Executive Officer, Jérôme Dupont, at the beginning of 2026, the year 2025 was marked by the celebration of the CRE's 25th anniversary and the development of its five-year strategic guidelines.
Throughout the year, CRE's teams continued to carry out their missions to help shape an energy market that ensures a reliable energy supply for the benefit of French and European consumers. Among other achievements, they prepared the regulatory framework that will succeed the ARENH scheme (Regulated Access to Historic Nuclear Electricity), finalised TURPE 7 (the 2025–2028 electricity transmission and distribution network tariff), and continued their work to accelerate the energy transition in France's non-interconnected areas (NIAs).
Structured around several of CRE's new strategic guidelines, the report looks back at the key highlights of the year. It also presents CRE's initial analysis of market monitoring in 2025, which will be further developed in its annual reports on wholesale and retail energy markets. In particular, it notes that 2025 was characterised by increasing electricity price volatility, especially on intraday markets, as well as record electricity exports.
Against this backdrop, 2025 was once again an exceptionally busy year, with the adoption of 277 decisions covering all areas of CRE's scope of missions. CRE also conducted 16 public consultations—more than one per month—and heard 17 market participants. In addition, it appeared before the French Parliament on 20 occasions and held more than 80 meetings on European energy matters.
The year was also particularly active at the European level, with extensive work carried out alongside fellow European regulators and within European bodies such as the Council of European Energy Regulators (CEER) and the European Union Agency for the Cooperation of Energy Regulators (ACER). A major milestone came in September 2025, when Emmanuelle Wargon, Chairwoman of CRE, was elected Chair of ACER's Board of Regulators.
This year's Activity Report also gives the floor to CRE's gender equality representatives, providing an opportunity to share their commitment and mission. While gender parity has been achieved among CRE's management team, women still account for 42% of the workforce, with significant differences across professional fields. CRE therefore intends to continue its efforts to attract more women, particularly to engineering positions.
Finally, the report introduces Paquita Morellet-Steiner, who was appointed Chairwoman of CRE's for Dispute Resolution and Sanctions Committee (from the French « CoRDiS », Comité de règlement des différends et des Sanctions) in May 2025. In an interview, she discusses her role, the relationship between the work of CoRDiS and that of the CRE's Board, and how the Committee's responsibilities are expected to evolve over the medium term.

As we celebrated our 25th anniversary, we chose to build on our achievements by looking ahead and defining our strategic guidelines for the next five years.
I wanted us to adopt a longer-term perspective because I believe this is precisely the role of a regulator: to think long term, act now, and not allow short-term constraints to prevent us from preparing for tomorrow—and even the day after tomorrow.
We must continue to build a European energy market that draws on national strengths while becoming more resilient in the face of future crises, always keeping one essential objective in sight: delivering tangible benefits for consumers. That shared purpose is what brings us together and drives our work every day."
