The French Energy regulatory authority (Commission de régulation de l’énergie) consults market players on changes to the rules for marketing natural gas storage capacity

Since the reform of the third-party access regime for underground natural gas storage capacity came into force on January 1, 2018, most of this capacity has been marketed through auctions. The auction rules are proposed by storage operators and approved by the French energy regulatory authority (Commission de régulation de l'énergie, CRE). 

The storage operators, Storengy and Teréga, have submitted proposals to CRE for changes to the rules governing the marketing of storage capacity, with the main aim of making the system more flexible in order to adapt it to market conditions, which are more volatile than before.

CRE would like to gather the opinions of market players on the proposals submitted by storage operators. Following this public consultation, the CRE plans to amend the rules for marketing natural gas storage capacity with effect from October 1, 2025.

Interested parties are invited to respond to this public consultation by September 10, 2025, the latest.
